The solution is simple.
Just DON'T give them any money! Don't even get into any conversation with them. Just smile at them and move on!
Let their own religious body/organisation assist them in their own way.
My personal experience: I was eating at a hawker centre and an able bodied guy (listening to hearing music from and iPod) approached me. He gestured to me by stretching out his hand and putting it near his lips (He requested money for food). I just smiled at him and I told him I would give him $20 for his iPod. :twisted: He f**ked off! :twisted:
