As part of the management(committee), I can safely say I did allow people to join,then I form FOR THEM their bands. Some of them are good, most of them withered and told us that they weren't able to make it.
And it's better to take bands straight from the ground too, it makes them ready to jam already and wastes lesser time to monitor progress and how the band is coming along. It doesn't matter if you are a new band or not, if you're good, you're in.
Some of the bands even just formed when they just heard about auditions..so yes, I think..it's a great way to eliminate people who are just not willing to commit cause if you are willing to commit to the CCA, you WILL try your best to find members.
Any Year students can still join. And no, auditions only happen when it happens

Ok now, i think the sorting according to genres is smart. What i think u should add is a skill gauge. either playing for how many years, or on a scale of 1-10 ask the person to rate him/herself. even if some lie, at least there would be SOME form of improvement.
freshman shanny(guy, not girl) from retail management. plays acoustic/electric guitars. got into some problem in the admin side during JAE so school only starts tomorrow for me which i dont even have a class as yet... lol anw i didnt go through any orientation... so...i gonna be a loner....man... HAHA+)
