Wah lau. Thats really bad man. I hope the NEA reads this. Realizing that there are innocent people. But thats not gonna happen right?

this is seriously insane.

the worst thing is the staff of NEA office actually talk to me like "u dun lie to me, our NEA officers are always right" attitude when i called them.
 
i really want things to change. not for my case, i dun have much time to do anything now.

Bo pian, sometimes some of us as singaporean citizens we just bow our heads and take punishments even though we are not wrong. What signal does this send to them, since it is such a common occurence sooner or later they will always think they are right.

How does one prove intent? If from what i read in the posts here, this is NEA's policy toward littering then i think its very scary. Guilty until proven innocent? Sounds like Minority Report.
 
What has been done cannot be undone. But during that point in time, you should call the police and don't handover your IC till the policeman come. I have encountered countless incident with NEA until I recognised some of them when I see them.

The last time, like you I left my things and that was my shopping bag. The stupid, uneducated, lazy, troublemaker, etc..etc..NEA Officers want to fine me for littering. I refuse to give in my IC instead I call the police. Until the policemen came then I hand over my IC to the policeman not to the bloody stupid NEA officer. Obviously, who wants to liter something you've bought. I was safe but it took sometime for the police to come. The stupid thing is I was let off to a crime I never commit.

myb n.e.a officers just put shoe box or a empty bottle purposely at the side walk wait till somebody accidently kick it and go fine them....

Yeah maybe thats the case the more offenders they caught, the more commisions they get ,since they accuse innocent people falsely .
I mean i would accept to pay a fine if i am in the wrong. So never trust an NEA officer or any authority and never give them you IC if you feel that ur not guilty, cause if ur ic is handed over u wouldnt have a chance of proving urself innocent.

The whole problem is there is lack of transparency of what constitutes littering and what is not. Even if there is, it is never or insufficiently conveyed to the public.

For examples:
- Is leaving your belonging behind unintentionally littering?
- Is kicking or touching an already discarded item littering?
- If you accidentally drop your belonging, is that littering?
- So what constitutes belonging and what constitutes trash?
.....and the list goes on.

No doubt some transparency is needed. However, if you look at the matter closely.....the crux of effective enforcement is.....SIMPLE AND BASIC COMMON SENSE. Sad to say, some of these NEA officers are seriously lacking in them or just plain ignorant, or else such incidents wouldn't have arised.
 
damn, i want to be an NEA officer. then i can just fine almost everybody that i see. and maybe earn some kickass commissions for getting so many litter bugs :D

i'll line the whole bloody pavement with shoeboxes so anyone who needs to cross the path will be my cash-cow :) *milk them dry milk them dry*
 
i just realised the first letter NEA sent to me stated my offence committed is non-compoundable and required to attend court.

now i cant even just pay the fine. my offence is under section17(1)f. which i think is littering of "big item". cigarette butt is under section 17(1)a.
