Under "My Ads", i only have 3 ads

However, when i just tried to post the fourth ad, less than 5 minutes ago, it asked me to pay money.

Possible to help solve this bug please?

Actually, you tried to post more than 4 ads. No worries, I have removed those ads which you choose not to pay for and they end up being in the queue.
