Look at the example of chewing gum. Singapore's government banned chewing gum, but jackasses are still sticking their chewing gum in trains and buses. It is less in trains now but almost every bus I've sat on still has glops of chewing gum left by folks who are full of themselves and care shit about other people and things.
Banning is ineffective. People will always find ways around them, because who the hell is obedient these days, in an age where young people see rebellion as cool? Frankly I don't know if education will be effective either.
