The billing address is fixed. It has to be a US residential address, that's why I'm asking whether they could fixed that problem from their end. Also online transaction have credit card tagged to billing address to prevent fraud. Seems like there are more obstacles than I thought.

Correct, which is why even if they accept an international credit card, they won't allow you to send it to an address INSIDE the US.
