Firstly the woman has horrifying english.

Secondly she must be thinking recruits bring back more than 1k a month since she wants them to take a cab home.

Thirdly if she wants to ban recruits why not ban construction workers too for the same reason;they smell, their boots/slippers/shoes are dirty.

And if she wanna avoid germs or what not, she should go take a cab. Not the recruits.
