a very good and common question every aspiring guitarists has asked before.
techniques: alternative picking, sweep picking, economy picking bla bla bla..
BUT!
besides practice being the main key of success, another way to go about it is to take your time and pick at your own pace. i have this problem as well. whenever im playing scales (prefably minor pentatonics, i love them), i always tend to go into overdrive and speed up my fingers. although i hit and picked the correct strings, it sounded like crappo, cuz the notes i fretted didnt ring out smoothly. instead they were muted strings and this became a problem as i continued to blindly pick fast, hoping to achieve the speed like paul gilbert (lol i can never beat him). but in vain i only gotten worse and strained my left hand everytime i played. ouch....
even if im playing at a slower speed now, im able to get smoother sound and instead of the bumpity bump bump tone i played before i now have some yummy banana milk shake. id rather play slow and smooth now than play fast but sloppy later.
the whole point is, that guitar playing at this point of time can get very tempting. so humble thyself first and play slow and steady first, then build up your speed by monitoring your rate of picking with a metronome. go slowif you have to, then when both your picking and fretting hands have developed a good sense of rhythm and coordination, build up your speed.
