imo, a good time to play fast is when ending a phrase. and speed can also be used when playing little lead fills.
Shredding is like shitting.
You must have a reason to do it. And when you do it, please find a good spot to do so. Too much is no good - it makes you and possibly others feel sickly. None at all and you'll soon find that you will have issues.
but not everyone can say it fast, articulately and melodiously. some may juz spout some lightning fast gibberish.
