peavey foundation problem

i took over an 80's bass. brand and model is Peavey Foundation. it's got soapbar pickups and volume/volume/tone knob configuration. Problem is that the tone pot doesn't do anything. both volume are fine. i've checked the wires, they're all connected well. what could be the problem? am i using a wrong capacitor?

another thing: i can't find the @#&! tool to adjust the truss rod! is it available anywhere?
