How does one create a group in Soft???

Been fiddling with that function... but keeps getting the messages that I don't have permission to create group.. yet i see many groups started by Soft members..not moderators.. so what's wrong there??

What group are you intending to create?

Before, users are able to create groups but I found out that most of the groups are not active. Looks kinda sad when we have a lot of empty groups.
