bicycle hook

can anyone tell me where and for how much can i get a bicycle hook? i believe the high class name for it is 'bungee cord'. such as in the pictures below

You can try those $2 shops. I got a pack of 6 with different lengths around that price.

But the cheap ones tend to break off easy, lol. You can also try any hardware shop.
