Most wahs are rocked, except auto-wahs, i think.

i think bros were refering to the action of activating the wah effect(opposed to filtering action on guitar signal thru rocking the pedal) between effected and bypassed though

Yes - sorry I should have been clearer; for your benefit Mr Nuts, the Bad Horsie 2 becomes active when you put your foot on the treadle (the rocking bit) as opposed to a CryBaby for example where you need to press the toe end fully down in order to engage the wah.
