If you want to have a stage on the back of a truck you either need a an arts entertainment license (one license for every stop), or if the band is playing while the truck is moving then its a police permit for vehicular rally.

You would also need to consider issues like how you are going to power everything. If its a small set up, you can use an inverter (same like you car stereo type), but if you want to push some serious juice then you need to consider some kind of generator or other power supply...
