found this chord in the song Fake Tales Of San Fransisco by the indie band Arctic Monkeys

it's a first inversion B major triad i.e its third as the root..you could also view it as a fragment of a barred B major in 7th position..
 
a triad is made up of root note, its third and its fifth. So when we talk about a first inversion of a chord, the third becomes the root and for second inversion the fifth becomes the root..arpeggio means playing the notes of a chord, hence the term 'broken chord'..
 
adding on, if the chord is CEG, its first inversion will be EGC or ECG and its second inversion will be GEC of GCE...
 
Since this is from an indie band it is most likely the B Major Triad in First Inversion. There are some other possibilities, but thats getting into deeper Jazz esque theory and my guess is that they wouldn't use it.
