Soundproofing Method. Need your opinion.

I have just starting learning drums. My biggest concern is the noise it generates thus ive called the police regarding Singapore laws. They mentioned they cant do anything to us as long as it is "withing the hours" and make effort trying to reduce the noise. However, i do not want to make enemies with my neighbours. Im most concern about the neighbour below me who is going to face alot of low frequencies from my kick drum.

I've decided to make an elevated platform. I am placing my drums set on top of a metal bed. A combination of wood first layer than a rubber mat lays on top of the metal bed. Underneath the frame, im place my use clothes im not using and some thing mattress to help insulate the noise reaching downwards. One problem are the feets at the ends of the bed. Does the low frequencies able to reach down to my neighbour below through the feet?

Im using egg crates at the centre of the walls both ceiling as well as the sides for reducing echo. Also im closing my windows tight with extra rubber. I cant do anything more to not disturb my neighbours. Ive dampen the drums with duct tape and toilet paper. Filled my kick drum with clothes etc .

Any good for such a setup??
 
Guitarfitness, what you're doing is reducing the impact noise that will travel to your neighbour below. You're correct in saying that this is the same with the tennis ball method. Unfortunately, you still have to deal with the airborne noise that will go through the walls to your neighbours on your left and right. Sound will also travel through to your neighbours above and below you but less so due to the thickness of the floor slabs. Bass frequencies will very easily flank around your current construction due to their large wavelengths.

Drums are a really loud instrument and not really suitable to be played in HDB flats without proper soundproofing. I would suggest that you damp the drums if there are complaints of noise as a first step.
