No you cannot buy piece by piece in this manner, then the set at end of day will be very weird (maybe you end up with different colours, brand, hardware) of Toms & such and like someone mentioned here - it would most likely be more expensive. Selling this kit at a later stage would be more difficult to sell too.
My Friend has 2 tom tom and a floor tom (bought only S$120.00 for all 3) but no Bass Drum and any harware...today it's still lying there...and she bought another complete Kit - Priemier (resale too with cymbals)...So my advice is don't buy in this manner - piece by piece.
1K in sufficient to get a Good-Resale Kit (if you're lucky)...yesterday a 5pc, 5 year old Yamaha Stage Custom in Luther only selling S$650.00 (upon polish it will be 9/10) and comes with all hardware except for cymbal....This is a very good Entry-Level-Kit and the sound is superb...provided you change the Batter & Resonant(throw away the stock head when you have the money to spend at later stage.).
Don't waste your 1K (money not easy to earn one)....Look around for a Re-Sale Value for money kit - I'm sure Bros here will advice you, what is best.
Don't buy the Picolo snare...when you buy a kit - it comes with it (more worthwhile that way)...and don't get a snare alone for now - unless that snare drum is a very good one (not standard snare)...don't waste your money....
Last week I sold my 9.5/10 Pearl Export Kit for only S$450.00....it looks Brand New (even my neighbours asked - Wah New Drum Set again har?)....but it's already gone now. I will try scouting around for you & if got good buy - I post here you call them personally.
