My feel of it?
Since when Singapore has picked up on the clubbing scene? Just by having MOS stomping into Singapore? Just by Zouk renovating their premises? Is 1500 people all it takes to rank a country?
To what I know of, Singapore has yet to produce a single international dance music producer that rings loud enough and as good as Peter Rauhofer, or Carl Cox, or Dimitri from Paris, if not better.
I do not know what is the basis of this survey done, and what sort of questions were asked in this survey. Dining has picked up alot from the good old days, but IF dining is the pushing factor behind this ranking, how much credibility when it comes to the term "nightlife".
In the eyes of many clubbers and DJs, it is common knowledge that Singapore is struggling to keep up with nightlife. Operation hours, licenses, the manitude of "freedom" in clubs like bar top dancing, etc. We don't have very much choices except for the usual few. Music sense is also much wider, with a full range unlike the clubbing scene in Singapore, primarily dominated by Hip Hop and RnB. (I am not saying Hip Hop and RnB is lousy, I am just saying there is a lack of other music too.)
That's only my personal view ...

Title: Singapore ranked second globally for nightlife and dining
By: Pearl Forss, Channel NewsAsia
Singapore has emerged second for nightlife and dining in the second annual Country Brand Index 2006.
Singapore was unranked in the previous survey but it now beats countries such as the United States, UK and Thailand.
Singapore also ranked second in the world for shopping, while the United States took the top spot for retail.
The Country Brand Index shows Singapore continues to retain its attractiveness as a country for conducting businesses and conferences, rising six notches from last year to being the third most preferred convention destination.
Singapore also made the top 10 list for being an ideal country to do business in.
The Country Brand Index is developed by FutureBrand, a global brand consultancy, in conjunction with the public relations firm Weber Shandwick's Global Travel Practice.
Global Travel Practice is a global study of more than 1,500 international travellers, travel industry experts and hospitality professionals and it examines how countries can be branded and ranked according to key criteria.
The Country Brand Index was released at the World Travel Market in London.
Singapore has made it within the list of top 10 country brands in nine of the 20 categories. - CNA /dt
