a good amp will propel good tones, regardless of the bass make (it could be an entry-level unit of acceptable standar). a trashy amp won't do you good even if you own a $5K bass & equipe it with boutique pickups...
it depends whether you want a hotter output and other factors as well.
i use the jazz quarter pounder pickups because it is hot (as in output). however if the bass isn't that good, changing the pickups wont make much of a difference.
ya most of the time its a matter of matching the kind of pickup to the kind of bass you have. there's no way of determining what's universally good, it depends on the kind of sound you want from the tools that you have

I'm not sure about guitars but I believe changing pickups will DEFINITELY improve your sound on the bass. Besides, how many times do you get to choose what type of amp you get at a gig? Unless you get your own amp that is. So please please change you pickups. Go for Di Marzio or EMGs. I can't remember how much I changed mine for but they sound good to me!
My recommendation is to change strings first, imho tat's the most important factor in getting a bass tone. Dead strings will sound dead even if it's on a custom boutique bass or a beginner bass. You dun need a marcus miller bass to sound like him, just use his signature strings and u can get fairly close that crisp slap signature tone on most basses.
