Hi! I'm in need of a good and affordable (or free if possible) sound editing software. Basically the only 2 functions i need are being able to slow down the music without changing the pitch, and being able to "cut up" the sound file (e.g. extract the first 10 secs of a song and put it into its own sound file) Any suggestions? thanks

After you're beyond satisfied, buy a license. During the evaluation period, nothing is locked.

But wait, the features you require can be done with free CLI tools, above are overkill. Sure there are many, but not sure which are available for Windows. Google is at your service.
 
boiboi : for pitch slowing : use winamp, search for plugins that will slow down tempo, use wave output and save as file.

DAWs (Digital Audio Workstation) softwares as mentioned by others, although pitching/tempo shifting can be done in the software, but if i'm not wrong it's quite inaccurate at times.
 
I'm trying out Audacity at the moment and I actually find it quite good. Can't say its the best cause I've yet to try others cept maybe, Creative Wave Studio.
