Mulit tap transformer.

I m trouble shooting my Mulit tap transformer.

Is it possible to have the "LIVE" and " neutral" shorted when it not power on?
And the different Voltage tap to be shorted together as well??
In another words - all the transformer tap is shorted when it not power.

I am concerned that you might meet your maker soon goin any further on amp repairs!
