Use pillows and chopsticks cheaper, less than $50.

Wow ... haven't seen a drum kit (however crappy the condition is...) going for $200 or less .... with cymbals and throne some more.
If you're not too big
... maybe can consider junior kit .... still 5-pc, got cymbal and throne (see below). Heck ... they even have hats too!!! Not sure where to get this in SG but in US, its going for abt S$200. Just nice within your budget ... Otherwise, save up the $200, work p/t in McD for next 2/3 mths, you can fork out at least $600-800 for a decent 2nd-hand drum kit sold here by SOFTies.

He seems to be not able to afford drumsticks too since he wants to scrimp on everything. Satay sticks or toothpicks also not bad.
if u can save up till $500, U can get a Pearl rhythm traveller with ordinary pearl cymbals and a pedal, hi hat stand, snare stand and cymbal stand, and that is 1st hand during a swee lee sale
You can try to find a 2nd hand RT for 500 bucks... few years ago i chanced upon a used RT for around $350. didnt get it. ha.
