What do you mean by shifting the neck?
you mean the truss rod? well possibly you are turning it in the wrong direction :D ermm haven't played with this in a long time, but you want to be tightening the nut, not loosening it. turn it a quarter or a half round, then let it settle for 15 minutes or so, then repeat until you have what you want.

Also, look at your bridge.. are your saddles raised too high? if so, a quick job at it with a small allen key will solve the problem.

If it's a cheap bass, i recommend fiddling with it yourself... it's probably one of those two problems (more likely the first). Don't waste money sending to a luthier immediately. hope this helps!

or maybe the neck joint itself is not done properly. but that's nothing that we can fix lah.

yeah cheaper bass you can try and DIY. it will help improve your skill. a luthier will charge the same fee whether you send a cheap or expensive bass to him. and if you really do screw up your bass, you got an excuse to upgrade
