you can use a dunlop65 dirt and grime remover.
or you can get the dunlop01 fretboard cleaner and giving it a nice clean just before putting on new strings on your guit.
how? spray some onto a soft cloth. and wipe it down. dont use too much though.

for frets, Planet Waves offer the Fret Polishing system which consist of 5 fret polish cloths & a template to place over your frets (so you won't scratch the fretboard instead):

Looks bad. How do you play with strings that rusted! You're killing your frets man.
A cheap solution is to tape up the fretboard with masking tape (desticky it a little first by pasting it onto ur shirt or something and peeling it off so that after you're done and while removing the tape it wouldn't pull up the finish as well) then use a cloth + metal polish and do each individual fret.
But for the effort, just get that damn planet waves fret polish 8)

there's a tutorial on jemsite on cleaning the maple fretboard dude. as for the frets.....yea you either get the planet waves fret polishing system like sub said. or what i do is mask out the fretboard and polish the frets with autosol. be careful tho, dont get autosol on the board.

i think the cheapest solution is to use ghs fast fret hehehe. They help your strings too...

the fretboard looks hecka dirty, but that makes it relic-ish imo.
as for the frets, polish with the stuff people have recommended earlier in the thread (waves fret cleaner, autosol, dunlop65, your choice.) ONLY when you change your strings, but it does seem your strings need changing.
do wipe down the strings or use string cleaners after playing. keeps strings sounding good and the feel much more playable.
as for me, change strings everytime they feel dead. say under a month with irregular playing.
