How do I release a CD of other people's songs?

I'm planning to release me first CD very soon. It has a couple of cover versions on it of other people's songs. Can anyone tell me how to go about getting permission to use these songs? In Australia it is done through an organisation called AMCOS, and in the UK it is done through MCPS , but I cannot find any similar organisation in Singapore, other than COMPASS, whom I have emailed three times with no reply. How do I do this??? :?:

As far as I know, there are 2 ways to do: one is to go to COMPASS with a list of the songs you want to release, then they will charge you. Well, if they don't respond to emails, you could pay them a friendly visit at the office. It's a really nice and cosy environment.

Second way is to go directly to the publishers themselves to negotiate a price for the rights to use the songs.
