Yeah that's true Composer.
My very first double pedals some years back were the cheap Pacific pedals. The springs were very tight and the pedals angle was rather big. It was totally unadjustable.
Some friends who tried on them kept complaining that the pedals hit on their shin and it really hurts. But I never encountered that. So yeah, I think it is how you adjust your way of playing for different pedals that makes a difference.
