Can guitar effects be used with a bass guitar?

as long all the input, output is connected correctly, it will work and there will be sound. But whether will it sound out at its fullest potential/good or not, thats another different thing. And that applies to using bass effect on guitar as well.
if just looking at using any gain pedal(boost/overdrive/distortion/bass) meant for geetar, but used on bass, the usual complain is the loss of bottom end.
geetar effect for gain purpose usually cant cater to the lower frequency response of the bass
nonetheless, it will still work, as long as input go to output, output to input, there should be sound

It will not damage the effect, but just have different sounds. This is due to the different characteristics of both instruments, which their respective instrument-specific pedals address, by optimizing output at frequencies that are strong for that particular instrument.
For example, a mid-rangey overdrive effect for bass might be based around 250hz-1khz, while a guitar's one would be much higher.

there wont be any damage to the pedal itself by pluggin instrument into effect and playing the instrument. The pedal doesnt care whether is it bass or guitar plugged in. As long as the input/output is correctly connected, there will be sound. In some cases, due to impedance mismatch, it will load down the sound and make it dull and soft. But this is another thing else, so can leave it out for time being
The damage if any, is on the amplifer speaker side. And this usually is when forcing bass on guitar amp at loud volume. Geetar amp speaker cannot take bass frequency, will blow.

I play both guitar and bass and i use the same pedals for both instruments. The only thing is that i have different settings on them. I've tried a stock DS1 on bass once though... Not the best result imo.
