In Singapore you need licences for many things. And that include busking. I've never experience busking in Singapore but I've lots of experience busking in other countries. While I was in Italy, I used to just busk for fun. But hey....the earnings is quite well. Can be as high as Euro 200 per day but can be as low as Euro 2. There's not strict rule of having any licence there and none that I know ever mentioned. But like anywhere, it's a territorial 'business'. Some regular buskers may ask you to go away.
But the earnings there can be irregular, so busker normally go from one place to another. Well, for me I'll sing Malay, English, Chinese songs. So, I'd looked and sound different where people would be interested to hear more of me. But if the place got bored of me, I have to move to other locations. Hehehe....!!
In Singapore, people may see buskers as 'beggars' but it's really different in other countries. So....Good luck to those who wish to start busking. We have a small market, even a lousy harmonica player pass the audition and got the licence.
