The Papers are for customs declaration, especially when new. It will be best if you have a clear outline of what are the items that are taxable. I asked the customs of both sides before, they gave different answers.
For Malaysia, if an item is used and will come from Malaysia, they say, you must have a declaration before going out if you intend to bring it back. This paper will be the basis for you not to be taxed. While another officer comments that personal effects are not taxable.
For Singapore, they say that you just have to declare. To declare, you need a paper with details of the cost of your items...
Although, I strongly believe that officers are lenient, when it comes to small items, but drums seems to be so catchy to the eyes, especially when new. And, as bro Weckl mentioned, 400SGD and less only is non taxable
The thing is, I am neither a Singaporean nor a Malaysian, therefore, custom officials ask me a lot when I bring things that are visually noticeable. Of course they know im not local, even if I look like one, cause I cant speak local.. wahehe
