A song can work without a guitar solo, but it CANNOT work without a rhythm section.
A chord will define the sound and feel of the scale... you can play the same scale but when used against different chords, it will sound completely different.
but shredding itself is an art which i think is often can be nourished by patience and hard work.
to write a good chord progression takes pure talent.
