set up in this case can mean what rig(guitar,amp,pedals etc etc) you're using.
setting up guitar is different from setup(above), as setting up your guitar is sort of correcting the intonation,action,string buzz etc etc.
am i right?
for pedals that you're asking, i think you could start by getting a distortion/od pedal. as for myself, i'm using a visualsound jnh which has both od and dist combined in one pedal so its more convienient. if you tweak it right, you could get a nice sound.

Assuming that you want to have a low budget,
start by getting yourself an overdrive/ distortion pedal. Seems like a distortion pedal will serve you better if you wanna play punk.
I find that the Visual Sound JnH is kinda pricey for an initial pedal. And also, i find the sound a little too weak.
I would suggest the Marshall Jackhammer (over the Ds1) , intense distortion unit, around $40-$70 2nd hand. Not really sure about retail price. However, dont expect great lead tones unlike what the JnH can do. But still decent, lah.

ds-1 is okay for punk wat....well but of course the best pedal i think is suitable for the genre is an overdrive effect stompbox such as the boss SD-3 or ibanez ts808.

If he is just starting out (this being his first pedal), most people would want something 'powerful', 'got balls', 'in your face' rather than a sweet sounding OD.
I find that the Ts808 is also maybe a little pricey, and not really hi-gain? I feel that most people somehow initially want a hi-gain pedal.
