Tuning peg problem?

Hey guys,my guitar's tuning peg seems to have a problem.Everytime I restring,the sixth string can only make half a loop around the peg before I cant turn the peg anymore,but i am able to make 2 loops for the 1st string.Is this the tuning peg's problem or my wrong restringing method?Or should I just send it to a guitar shop for a check?
 
I think you did not have enough "leverage" or excessive string to let it coil or wind onto the peg.

Are you using inverted headstock? Usually for sixth (I'm assuming its your low E) should have more than enough string length for you to string through.
 
There is still excessive string left.I think I did not explain properly.The sixth string is normally coiled at least 2 rounds around the peg right?For me,I cannot even coil it to 1 complete round because the machine heads cannot move anymore.If I forcefully move it,it feels as if the machine head will break..I think I'll upload some pictures tmr..
 
Can you turn the pegs when you don't have strings on it?

If you do, means you've pushed the strings in too far, give more excessive string length.
 
Alright guys,problem solved.Turns out there was not enough slack on the strings.Now its able to coil one round now.Thanks for the help:)
