the biggest question I ask people before they want to do a refret, do you need one?
sometimes, a fret levelling job can solve the problem. way cheaper too. Refret IMO is usually necessary after using the same guitar for 2 years and the frets have either no more room for levelling. either that or a change in fret size.
stainless steel frets change the tone of your guitar. it is a big change. not necessarily for the better. some like it, some don't. yes fret material plays a part in the tone equation too.
over the years I have seen some really good and some really shitty refrets. only 2 places I would go to, Guitar Connection or SV. look at the level of detail and compare.
IMHO, always bring delicate repairs to the right people to get it done right the first time. no point finding the cheapest guy who can do the job. you don't want sharp fret ends, popping frets or choking do you?

number of frets don't really matter.
