Pre Amp Distortion

This may seem like a dumb question but what exactly do the manufacturers mean when they state on their stompbox boxes "Pre Amp Distortion"?

I think it is a marketing strategy to give you the idea that the pedal's supposed to sound like a valvestate amplifier's distortion channel (if it is a distortion pedal) because most people prefer valvestate amplifier distortion to pedal distortion.
