my amp a laney hcm30r has a whistling sound if i turn the dist volume to 11 o'clock

Hmm.

LOL... yah.. could be feedback kicking in esp if your guitar has single-coil pickups.. unless I'm much mistaken. I know my tele's bridge pickup would whistle very shrilly if I turn it up.

my guitar usin humbuckers and when i turn it down got no whistling sound

3 possible things among others;

1. The amp has reached a point of self oscillation from extreme gain either from too high an input from the pedal between the guitar and amp,

2.A tube is microphonic

3. Your pickups are not "potted" enough to handle high gain which causes the pup to also become microphonic.
