No lah! You propably misunderstood. They didn't say that to lower the action, you HAVE to file the frets. What they meant was that your frets are uneven, and therefore NEED to be dressed (levelled). Which is true, provided your frets aren't level in the first place. No one can tell unless they've seen your guitar.

you can lower the action yourself to see if the frets need levelling or not. Loosen your strings, and turn the screws on the bridge to bring it down. Tune up again, and play. See if you're fretting out anywhere or you've got any dead spots. If so, then yes, you need levelling. That's also provided your neck is not warped or twisted, again which can only be told after seeing your guitar.

You can seek a second opinion at Luthermusic, seekz, Blackwood, Maestro among others.

You should NEVER file your frets down for the sake of action. Either he told you what was recommended by them haphazardly or you misunderstood.

Your frets uneven, has pits in them? Been woodshedding (practicing hardcorely) for awhile?

follow as white's writing

on the 1st place... is there any problem with your epi Les Paul from the beginning? since u mentioned that u want a low action on it :)
if ur frets is ok ... so the problem is the bridge height... lower the TOM bridge via the stud post
on the 12th fret measure the string height from top of the fret to the under side of the string ... about 1.6 mm on high e string and about 2mm on low E string..

and again double check your nut height.. press the strings on fret 3.. each string should have a height on 1st fret (top of the 1st fret to the under side of each string) about a half of the thickness of each string ...
some ppl do slot the nut untill the height about a paper thick on 3 unwounded strings, and about 2 paper thick on 3 wounded strings
