It is tuned but on the 12fret......

might be uneven frets or intonation.

Most likely intonation... Send it for a setup! But do tell the guitar tech the problem, so they can troubleshoot for you.

Washburns tend to have such a problem usually because of the locking tremolo bridges they have.You gotta refer this to a technician.I would suggest Guitar 77, those guys are real cool.
