I dont know if this is relevant, but i onced had a singh dude approach me, he say he's the fortune teller sort. While he was making his move(trying to psycho me) my phone rang! haha what a break, as i moved on, i noticed several white folks held back by this particular man. Not sure if he wanted money or just show his tricks but he might just be the same man.

Oh and btw, this happened to me 2-3yrs back and if i can remember correctly it was at a building opp City Hall which got a small shop at the corner.
