Good bass in range SGD$400~600?

You should check the price with Davis, not us. Or at least, not the majority who don't work with Davis.
What music you play? Good is subjective. If i were you i'd try to snag a used Fender Bass, with some searching it's possible...
But that's just me. I'm a more mainstream player so a Fender does suit my needs.
 
Yeah, fenders are really good basses to have around. Otherwise, Ibanez SR series does the trick. Decent tones for the money.

What do these things mean to you? The basses recommended here may be in your price range but may not answer your needs.

Guessing two things - this is probably not your first bass, and from your genres which are quite a wide difference from alternative to soft rock you're gonna need something versatile that will help you cut through the mix and get heard over the guitars and yet be nice and mellow when the Journey ballads break out? (you could have technique like Jaco, but that's probably the biggest challenge for most bassists I know who tend to rank slightly above the cleaning lady in order of priority at soundchecks at live gigs and clubs locally :-) )

I get the "looks" thing cos that is one way to stand out too, but again, what is that "look" you're after? Flash glamrock? Classic 70s vibe? SG-shape?
 
Even when you talk about great tone, I believe it is highly subjective as different tones work better for different genres. Heavier stuff like Metal would require a really punchy, mid-heavy tone to cut through the wall of guitar while something like Pop would probably require a nice bassy thump ala Precision for 100% satisfaction.
