Fender Custom Shop did not officially release any Nocasters in 2013 (not widely anyway, Canada had some). This is a 2013 custom built to Nocaster specs. Last Nocaster (before 2013) release was 2012 with Twisted Tele pups. There's a 2015 anniversary version with Nocaster pups and "relic" only. Hope this answers your question.

Just trying to understand the pricing as 2013 doesn't seem to attract a premium anywhere else!

no, it's not EXACTLY the same. that is the point of a custom build. well, you can buy those guitars in the link if you want one. in a free market, that's called choice. and in a free market, sellers can set their prices too.
