Looking for a electric guitar teacher, who can teach me scales, arpeggios, shreddings, sweeping picking techniques..

any recommendation? my budget not very high also.. not very rich :]

If not, is anyone willing to like teach me out of kind heart?
I stay around boon lay area, can travel around west area, if you have extra amp to spare me
