No, don't follow the tuning of the notes. For a drum with 2 heads, it's impossible to achieve a certain note, trying to match to a certain note is just wasted effort. Tune each drum to the best sound each can ring out to. How I do that by is starting with the batter head, I tune the head up evenly and the sound will go through repeated phases of dead thumps to open sound, back to a dead thump and opens up again. The open sound is the sound that you're trying to achieve, obviously, different drums have different tuning range, so tuning requires a lot of experimenting.
