Can acoustic drum sets be tune?

Yes right? anyone out there can give me brief explanation of how its done?

and how much approximately to change e skin of snare, toms and base drum? how to change?

btw i been tuning my set for 6 months now and still suck at it.only one tom sounds fantastic. xD
