hi,
is there any article tht i can read to DIY balancing the strings output of my bass?

my lower strings are actually louder than my higher strings

Try raising the pickups on the softer side, or lowering the pickups on the louder side. If it's a standard Fender style bass, check out Fender's website for setup instructions. They have some suggested pickup heights for you to set your pickups at.
 
if even THAT fails then you will have to do it the simplest yet most difficult way, which is to control your picking strength

read from fender's webby that it's suppose to be using ruler to measure.

was thinking of using a meter tht measures sound, so tht we can measure the actual output, has this been done b4?
 
usually i just tikam. adjust until it sounds ok. im too lazy to break out a ruler every time i do some setup. if it doesnt make a difference to my ears then its not a problem is it... :D
