i would tune the guitar then play it. If I feel there's something i don't like, particularly action, i correct it. After several hours, i do what I love most - dissamble everything and scrutinize each part

nowadays I I buy all parts individually.

for 2nd hand guitars (see above first line) BUT add CLEAN STRENOUSLY

refret if need (as a last resort only)

other than screwdriver, soldering iron and all the required soldering stuff. not really. nothing that special, other than killer soldering skills.
