Locking nut problem [with pics]

Hi guys

I replaced the neck of my Ibanez Rg350m with a new one which came with a set of new locking nuts. Sold off the old neck + locking nut and fixed up the new set.

Been having some serious buzzing yet couldnt find the problem until recently when i noticed.. my locking nut is sort of weird. As you can see from the pic below, the height of the tuners is higher than the nut and when i tighten it to the maximum, the buzzing still occurs. Just wondering whether the picture is normal, and maybe the problem lies with the tightening clamping nuts?

Not sure whether installing a string retainer bar to lower the height of the string from the tuners to the nut would solve the buzzing or changing to another locking nut. Might be bringing it down to a guitar tech after hearing opinions from you guys. Sorry if my explanation isnt detailed enuf, cheers!

where does the buzzing occur? open strings? frets near the nut? what is the neck relief?

is the action of the strings near the nut too low? If yes, shim the nut.

a string retainer bar would help. In fact, it should always be there.

curious, why did you change the neck and sell off the old one? bad move IMO.
