I have not heard about the samick, but I have heard good things about the rally. Make sure you try before you buy, so that u don't get a lemon.
How good a guitar player are you? If you are a beginner, access to higher frets is not important and so should not be a plus point in favour of the samick. Other things like neck profile, satin neck (smoother playability for some) or pickups are more critical, see if it plays and sounds the way you like it.
