That statement is akin to this statement; is the flavor of Oreos nice? It's subjective. If you like it, then it's good in your eyes. In others, it might be rubbish.
But to answer your question. You can try goggling for TGM reviews, though I'm not sure if there are any here on SOFT. And if you don't really know if it's a good brand, use your ears and hands to determine if it's pleasant to play. Brands are just names.
And for it being an ideal bass for a non beginner, let's just say that the non beginner would be unknowingly looking for better options than sticking to just a TGM.
