Bass amp...never owned one... but used a lot of diff ones...

try the small peavey ones? they're budget for practice amps... carry around weight too... the ibanez ones ive used are fine at low to medium volumes, but dont pack as much punch (i.e. not gd for gig)

ibanez GSR 200? is yours the new editions or a year or two back? my GSR205 has a neck with flame wood. lol!!

How many W do u recommend for normal practice... dont want my neighbours complaining,.,, haha.

Wattage u mean? hmm... 15 to 20 is more than enough! thats usually the standard wattage for small practice amps...
