There are really not many locally that can claim the ability to do it but ... it also dependent on your requirements. Your positing does seem vague and it may be the reason for the lack in responses. It is kinda of tough to second-guess your intend. You may wish to share these with us ...
1. Electric or Acoustic
2. Do you expect an inlay job? Abalone, pearl or wood, OR just a decal?
3. On which part of your guitar? Body, Fingerboard or Headplate?
4. DO you the max amount you wish to spend?
5. Are you providing the artwork of the flag?
Well these are just a few things in hope that you can find a suitable professional to materialize your wish, indeed a patriotic one.
